What is a shelter?

/Something that provides cover or protection,
as from weather or danger; place of refuge./

When I think of shelter I think of feeling safe, it's not as much of having an enclosed space where you can be inside, but being in a context where you feel protected and comfortable.

How do we feel when we are sheltered?
Is shelter related to a more nomadic life?
Is shelter a material thing or just an idea?
